After a six-month trial period, the new online system to lodge a pre-complaint to the police or gendarmerie will be launched nationwide in September at https://www.pre-plainte-en-ligne.gouv.fr/.

Victims of theft, damage, fraud and damage to property where the author of the crime is not known will be able to lodge their pre-complaint on the internet, avoiding the queues in police stations and gendarmerie. The  Interior minister Mme. Alliot-Marie said that " it is no longer tolerable to have to spend three hours to declare a broken wing mirror, to have to come back three times because there are too many people already waiting or not to be able to lodge a complaint immediately because of your working hours."

The victim determines online where the complaint will be heard at a later date. The complaint form sent to the selected gendarmerie or commissariat includes a case number and the time for an appointment with the appropriate police service in order to sign the complaint, which then becomes official.

The website clearly states that this does not apply to emergency situations, when the emergency  numbers 17 and 117 should be used.
To avoid errors, the pre-complaint will also be received at the department operations centre, which may intervene if it considers that the situation warrants it.

Thanks Clair for such helpful, up-to-the-minute info. Hopefully it might not be necessary to use this service other than very, very rarely; but just knowing that it is there, at our fingertips, is reassuring indeed. There isn't a smilie on here for a gold star yet, is there?

A step in the right direction but you still have the crazy situation where an insurance company wont accept a claim for a broken wing mirror etc without a correctly actioned and signed porter plainte contra X.

It might be of some benefit to holidaymakers wishing to claim on their travel insurance.

I bet the insurance industry and AXA in particular are not happy!
