Given that I see 5 year olds being picked up from school on the back of bikes I wouldn't think there is one - or it's not followed.

Not sure if their are any rules on this but common sense suggests that the passenger must be able to sit on the bike with their feet making full contact with the footrests.

It is also imperitive that a communication system is agreed before setting off. Signals that say You're going too fast - I need you to stop, etc.

Code de la route Art R 431-11:

On two-wheeled vehicles, except cycles known as tandems, the passenger seat must be fitted either with a grip belt or handle and two footrests.  On all two wheeled vehicles, for children less than five years old, the use of a seat designed for this purpose and provided with a restraint system is obligatory. The driver must make sure that the child's feet cannot become lodged between the fixed parts and the moving parts of the vehicle. Any rider contravening the provisions of this article is punishable by a class two fine.

hi again

I'm surprised that legislation doesn't stiplate an age.  My grandson is five and is desperate to ride on my scooter when he is here on holiday.  We obviously need a helmet.
