Does the lack of response mean

a) This is of no use to anybody?

b) It's perfect as it is?

c) I don't really care?

Anybody?

Does anybody think this would be useful as a sticky topic?  Does anybody have any more suggestions to make?  Makfai put a lot of work into this.

I notice that there's no mention whatsoever af any '5 year rule'.

I'm still worrying about the 5 year residency giving access to CMU as it doesn't mention it in the latest statement - in fact it says ALL inactifs not covered by E forms must have private insurance. Please reassure me!!!

If you look at the French link, you will see that Inactifs can apply for a carte de sejour permanent after 5 years.  Then, this alters their status, thus :

"Carte de séjour permanent 

Les citoyens qui ont acquis un droit au séjour permanent en France peuvent demander la délivrance d'une carte de séjour "CE - séjour permanent - toutes activités professionnelles", valable vingt ans. 

Cette carte, dont la possession n'est pas obligatoire, est renouvelable de plein droit"

In effect, classification is then no longer "inactif" but "toutes activites professionelles."  But it's still not totally clear whether you'd have to be working or not, from the above.

There is still a bit of ducking and diving going on with this, so this is the most concrete evidence we have.  When it's clearer, we'll add a more positive link.
