I should point out that the instances are different in that our problem is intermittant whilst the OP's is constant. In his case it would be best to appraoch the Maire first I think, but in our case we never knew when the noise would happen, and you don't feel like phoning Mr Maire at 2.30 in the morning! And of course the next day is too late, you've already lost a night's sleep.
Our Maire and his secretary was very helpful and explained the national and local laws.
It's very distressing and stressful for those on the receiving end of the disturbance and advice like "be more tolerant" just doesn't work.
