I think she's toasted herself, Cathy, after allowing Hello! to take the pics and write the article about her grandson's recent wedding............................
And yes: protocol does call for no smoking until after the toast to HM The Queen has been proposed and drunk.
But since people are not allowed to smoke in enclosed commercial premises anymore................
That's yet another longstanding tradition consigned to the dustbin of NuLab.
