License to serve food

We have people camp on our land and would like to offer a table d' hote meal service of set menue evening meal and breakfast. I was originally advised that no license was necessary but just a letter to the marie and they would give their permission. Well, they have not informed us that we will need to apply for a full restaurant license which will completely scuppa our plans as we were going to prepare the food in the house kitchen (non stainless, etc). I wonder if anyone could throw a little more light on this for us.
